The actual building of magic require an expertise Hiro won't have or be able to get very quickly, since it relies on sigils, which are literally the alphabet of a whole new language. But he ought to be able to work around them and leave space for them for Anton to fill in, if that makes sense. It's the actual dimensional theory Anton won't mind another engineering perspective for, since that's magic-neutral.
Really Anton is just trying to give Hiro a problem to gnaw, but if Hiro sticks around for any of the construction he should be able to see some of how the magic parts work as described in this log here.
