No, it's a building, but there's an existing furnace that's supposed to heat the whole thing. If a sigil were less hassle than getting regular fuel, it'd be worth it, but evidently not.
That depends on how you're rating the expense. You could enchant the furnace so it needs no fuel to feed such a system, in which case the only cost would be to your initial time and effort, and there would be no cause to buy fuel in the future.
